Summary: This presentation explores the hypothesis that Deaf and hard of hearing students should be counted as a linguistic minority and should be considered emergent learners of English due to the fact that most Deaf and hard of hearing students have not had exposure to spoken language in the same way as their hearing peers.

Biography: Noreen Duffy is a recent graduate of Greensboro College's TESOL Masters program, where their thesis focused on working with Deaf and hard of hearing English language learners. A Spokane native, they attended The Evergreen State College for their undergraduate degree in Latin American Studies.
